2009 Census Rehearsal Evaluation Report

The 2009 Census Rehearsal evaluation report reviewed the outcome of the 2009 Census Rehearsal and included a number of recommendations that were taken forward into strategies and procedures for the 2011 Census.

The report is delivered on two levels:

Level 1 (Executive Summary) (PDF 70 Kb) provides:

  • background to the 2009 Census rehearsal;

  • a summary of the main evaluation points and key messages from the Rehearsal; and

  • an overview of the next steps in the 2011 Census programme.

Level 2

Each of these reports contains specific lessons learned and associated recommendations for 2011.

This level comprises a set of 26 work package evaluation reports, each one covering a specific operational area and each structured to provide:

  • definition and scope of that operational area in rehearsal;
  • what was tested for the evaluation;
  • what could not be tested for the evaluation;
  • pre-determined evaluation points; (the key areas that were evaluated, their associated success criteria, outcomes and recommendations for the 2011 Census); and
  • other evaluation points (points from other exercises, e.g. post-implementation reviews, that were useful to include).

Census rehearsals were also held in England, Wales and Northern Ireland during 2009. Evaluations of these were published by their organisers: the Office for National Statistics and the Northern Ireland Statistics and Research Agency.
